Tender – Purchase of local consultancy services on web development and IT-related issues

The Council of Europe project “Supporting transparency, inclusiveness and integrity of electoral practice in Ukraine” – Phase II (hereafter “the Project”), implemented within the framework of the action for Ukraine 2018-2021, launches a tender procedure for the purchase of consultancy services on web development and IT-related issues.

Expected duration of services provided: 24 March 2021 – December 31, 2021

All offers must be sent for REPU@coe.int by indicating “Call for tenders – Web/IT Consulting” in the subject of the e-mail March 22, 2021 included.

All questions must be submitted by 18 March 2021 and are exclusively addressed to the e-mail address REPU@coe.int with the following reference in the subject of the e-mail: “Questions – Web/IT Consulting”.

Eligibility criteria

  • natural person (including private entrepreneur) or legal person;
  • proven experience in web development consultancy and IT-related services in Ukraine;
  • proven experience working with the technologies described in section “B. EXPECTED DELIVERABLES: “Technology stack” of the call for tenders

Award Criteria

  • Quality of the offer (80%), including knowledge and professional background/experience/portfolio in:

(a) drawing up technical specifications for the development of websites/online platforms/applications and/or their optimization, including quality control methodology/tools; previous experience in the development of technical documentation in relation to online educational platforms would be an asset;

(b) develop technical assignments for frontend/backend developers/other web/IT development specialists;

Expected benefits

Expert advice and technical support to the project team on web development and IT-related issues, which may include, but is not limited to:

  • develop technical specifications, in particular with regard to further development/modification of the CEC online platform;
  • define requirements/needs and develop respective technical assignments for front-end/back-end developers/other web/IT development specialists;
  • provide technical advice regarding support, possible optimizations, modifications and further development of the CEC online platform in accordance with the best value for money approach;
  • monitor and evaluate the implementation of technical assignments by service providers engaged by the Board throughout project implementation;
  • develop and review technical instructions / “how-to” / manuals / recommendations;
  • provide other advice on web development / IT issues necessary for the implementation of other project activities

Documents to provide

  • A completed and signed copy of the act of engagement (see attached);
  • A detailed CV, preferably in Europass format, clearly demonstrating that the tenderer meets the eligibility criteria;
  • Registration documents, for legal entities and private entrepreneurs only (scanned copy of originals in Ukrainian and/or English);
  • List and links to websites/online platforms/applications to download, etc., with a substantial description of the tenderer’s role, including the methodology used to ensure the quality of the implementation/production process and the final products;
  • Reference letters would be an asset.

All documents must be submitted in English, except for registration documents for legal entities and private entrepreneurs which must be submitted in Ukrainian, failure to do so will result in exclusion from the bid.
